A graduate of the University of Warsaw, Faculty of Economic Sciences, specialty – computer science and economic cybernetics (1979) And Warsaw University of Technology, Faculty of Electrical Engineering, Postgraduate (1998), Doctor of Economics (1988). Since graduating in 1979 to 2011, professionally related with the Department of Economic Policy and Planning, since 1989 with the Department of Finance and Banking Faculty of Economic Sciences. In the years 1994 – 1997 – Undersecretary of State in the Ministry of Privatization and Undersecretary of State in the Ministry of Treasury, responsible for capital privatization, the restructuring of enterprises and companies of the Treasury, for the use of aid funds and the division of economic analysis in relation to the assets of the Treasury and responsible for supervising companies with foreign capital. He collaborated with investors and privatization advisors, Securities and Exchange Commission and the Stock Exchange. In the 1997 – 2007 – President of the Energy Regulatory Office.
In the period of 2007 – 2012 – President of the Management Board of Mostostal Zabrze Holding S.A. (MZH SA), a public company listed on the Stock Exchange in Warsaw. In the years 1995 -1997 chaired the Supervisory Board of “Petrochemia Plock” S.A, and in the years 1996 – 1998 – Council of the Stock Exchange in Warsaw. He participated in the work of the Supervisory Board of Powszechny Bank Kredytowy SA Warsaw, 1995 – 1996. During 2007-2012 he oversaw a number of commercial companies in the Group MZH SA.
Currently operates expertise and advice, being i.a. consultant to the Center for the Antitrust and Regulatory Study Faculty of Management University of Warsaw and the advisor to the President of the Employers of Poland. He is the author and co-author of dozens of articles and several scientific books on finance, economic policy, including regulation in the energy sector, as well as privatization.

Holds the PhD of Technical Sciences in the field of electrical power engineering and energy economics. Has been working at the Energy Regulatory Office URE since 2004, among others as the deputy director of the Department of Market Development and Consumer Issues. He took the position of URE President in 2019.
Experienced in international cooperation: serving as an expert of the European Commission for the TAIEX programmes and twin-project in Ukraine related to the functioning of the electricity market, security of energy supply, the balancing market and congestion management. Expert at Florence School of Regulation on the development and operation of regional electricity markets. National expert with the Agency for the Cooperation of Energy Regulators (ACER). In March 2021 appointed for the position of ACER Board of Regulators’ (BoR) Vice Chairman.

From 2016 to 2024 he served as the Director of the Łukasiewicz Research Network – The Ignacy Mościcki Industrial Chemistry Research Institute in Warsaw. In 2014–2016 he led the Corporate Strategy and Development Department at Grupa Azoty S.A. and in 2009–2013 he headed the Strategy and Development Division at Zakłady Azotowe Puławy S.A. He graduated from the Faculty of Chemical and Process Engineering at the Warsaw University of Technology, where he also earned his doctoral degree in technical sciences. Szymon Byliński is the director of the Department of Electromobility and Hydrogen Economy at the Ministry of Climate and Environment, a graduate of the National School of Public Administration. As an employee of the Ministry of Economy and then the Ministry of Energy, he was responsible for regulations concerning the fuel market, alternative fuels infrastructure and fuel quality. He was the head of the ministerial team for the quality of fuels and alternative fuels. He is the co-author of key documents for the development of electromobility in Poland: the Act of 11 January on electromobility and alternative fuels, the National Framework for the Alternative Fuels Infrastructure. Currently, as the director of the Department, he is responsible for the regulation of the electromobility market and for the Polish hydrogen strategy.

She deals with consulting for Polish and foreign companies in the energy sector. She specialises in the area of defining investment options, creating strategies, renewable energy transactions and CPPA contracts. She manages a team of advisers specialising exclusively in power engineering services.

Piotr Ferszka is a Vice-President of the Management Board of SAP Polska and Sales Director for Key Accounts. He has over 20 years of experience in sales of IT solutions and systems, which he gained while working for global technology brands such as Oracle Polska, Asseco and Hewlett-Packard. In SAP since December 2020. Piotr Ferszka graduated from the Faculty of Mathematics and Computer Science at the Nicolaus Copernicus University in Toruń and the University of Warmia and Mazury in Olsztyn. He is passionate about green energy, focusing on hydropower – as a member of the Polish Association for Small Hydropower Development (Towarzystwa Rozwoju Małych Elektrowni Wodnych).

Lukasz Gola is a manager with many years of experience in the Polish and European energy sector. He joined Hitachi Europe in 2009, responsible for analysis and business development in the energy sector in the CEE region. For several years, he also cooperated with the Regional Corporate Center on the preparation and implementation of the Hitachi Group’s development strategy in the region. Since 2014, Director of Business Development for Energy Transmission and Distribution Solutions in Europe. The projects he completed include some of the largest investment projects in the energy generation in the region, as well as smart grid solutions, distinguished as the most innovative implementations in the energy industry. Lukasz received PhD from the Warsaw School of Economics and is a graduate of management courses at MIT, INSEAD and IESE Business School.

Adam Góral is the founder and CEO of Asseco Poland, a leader in digitization in Poland and the largest IT company in the CEE region. He established and developed the Asseco Group, which is now present in over 60 countries and employs nearly 32,000 people. He graduated from the Kraków University of Economics and holds a PhD in economics. From 1979 to 1990, he was a lecturer at the Rzeszów branch of UMCS. A strong advocate of economic patriotism, he proudly pays taxes in Poland and prefers Polish products. He is the co-founder of the Rzeszów School of Management and the Podkarpacki Klub Biznesu (Podkarpacie Business Club), as well as the Honorary Consul of the Slovak Republic and a member of the Supervisory Board of the Podkarpacki Związek Pracodawców (Podkarpacie Employers Association).

Waldemar Gruszka – Senior Energy Transition Consultant with over 20 years of experience in the oil & gas sector, as well as in power generation and energy installations. He specializes in projects focused on energy efficiency and combustion process optimization, supporting companies in their pursuit of sustainable development and emission reduction.

Mr. Hinc assumed his position on February 12, 2024.

Sławomir Hinc has long-standing experience in natural gas industry, having been directly involved in the development of the concept of national gas transmission system operator in Poland since 2003.From 2004 to 2008, he held the position of Financial Director at PGNiG Przesył (currently GAZ-SYSTEM), where he was responsible for cooperation with the Energy Regulatory Office, negotiations of the lease agreement for transmission assets that were transferred to GAZ-SYSTEM by PGNiG as a dividend in kind. He also supervised the process of obtaining a gas transmission license by GAZ-SYSTEM. From 2006 to 2008, he served as a commercial proxy in GAZ-SYSTEM. He is the author of its first transmission tariff. He was responsible on GAZ-SYSTEM’s part for the transfer of Regional Transmission Branches from PGNiG S.A. structures to GAZ-SYSTEM in 2005.

From 2008 to 2013, he served as Vice-President for Financial Affairs at PGNiG, where he was responsible for the spin-off of the storage system operator (SSO) currently independently operating under the business name Gas Storage Poland and the launch of storage services on the market. From 2008 to 2014, he served as a member of the Supervisory Board of EuRoPol GAZ. In 2010, he was appointed to the Governing Board of the European Association of Gas and Oil Companies EUROGAS in Brussels where he served until 2015.

From 2013 to 2016, he served as President and CEO of PGNiG Upstream Norway, where he was responsible for the acquisition of PGNiG’s interests in 4 gas fields, and for this business deal he received the Gullkronen Award for the best oil transaction in Norway. He also supervised the company’s expansion of exploration activities in the north of Norway, including the obtaining of exploration licences in the Barents Sea by PGNiG. From 2019 to 2024, he was involved in the renewable energy industry, first as an advisor to the Management Board and then as a member of the Supervisory Board of Helioexpert. In 2019, he was appointed as President and Managing Director at Green Genius – a Polish branch of a Lithuanian solar power plant operator. 

He holds a degree in economics from the Institute of Foreign Trade at the University of Gdańsk and a Ph.D. in engineering and technology specialising in gas transmission tariff systems from the Faculty of Environmental Engineering at the Warsaw University of Technology. He also studied at the Vienna University of Economics and Business and University of Applied Sciences in Berlin. He completed postgraduate Business Management Programme organised by the Central Connecticut State University. Lecturer at postgraduate studies at the Warsaw University of Technology and the AGH University of Science and Technology in the field of transport, tariffs and regulatory affairs in the natural gas market. Author of numerous publications on natural gas tariffs and transportation.

Manager with 18 years of experience in the IT industry. At Hitachi Europe Ltd., he manages the product portfolio area in Central and Eastern Europe. A graduate of Executive MBA from the Leon Koźmiński Academy.
He has extensive experience in the nuclear, energy, and financial sectors, including significant international exposure. He has worked on several continents for blue-chip technology companies, including IBM, Hewlett Packard, and the European Space Agency. Throughout his career, he has been responsible for managing large and complex projects in asset management, integration, IT strategy, and broad digitalization, utilizing, among other technologies – artificial intelligence.

Dorota Jeziorowska is a graduate of the Faculty of Civil Engineering and Resource Management at the AGH UST in Cracow and the Faculty of Law at the ESLA.

Since 2012, she has been engaged in research activities in the field of energy, collaborating with, among others, the Mineral and Energy Economy Research Institute of the Polish Academy of Sciences. Since 2015, her professional activities have been focused on the field of regulations in the power generation industry. At that time, she worked in government administration (at the Ministry of Economy, the Ministry of Energy and the Ministry of State Assets), were she was responsible for the areas of district heating and cogeneration.

She led legislative work on heat tariff regulations and the process of notifying the European Commission of the support mechanism for electricity from high-efficiency cogeneration (among others). She was also involved in the legislative processes introducing the CHP support system into the legal order and ensuring its proper functioning. She participated in the negotiation of energy and climate policy documents at the EU and in the work on their implementation into national legislation. She gained professional experience in companies in the power generation industry operating in the areas of electricity and heat generation, as well as their transmission and distribution (PGE Energia Ciepła S.A., Fortum Power and Heat Polska Sp. z o.o.). She dealt with the topics of regulation and the heat market.

She is also the author of dozens of articles and scientific publications in the field of energy including: district heating, cogeneration, energy efficiency, energy transition issues, and mining.

As of September 2022, Dorota Jeziorowska has served as Director of the Polish Association of Professional Combined Heat and Power Plants.

Since 2000, he has been associated with TAURON Dystrybucja, in the area of ​​metering, smart metering infrastructure and systems, and the energy market. He was responsible for the implementation of the AMI smart metering system in the area of ​​the city of Wrocław. Formly, Director of Advanced Metering Infrastructure at TAURON Dystrybucja Pomiary, Director of the Distribution Services Sales Department at TAURON Dystrybucja, Currently, he is Executive Director of Business Continuity Management System and IT at TAURON Polska Energia.
He is expert of AMI in Poland, member of Working Group at the Ministry of Climate and the Environment, related for smart metering. He is co-author within PTPiREE on the feasibility study for the implementation of smart metering in Poland. He is member of ITAM Forum Polish Chapter. He was in charge of AMI Working Group at Polish Power Transmission and Distribution Association (PTPiREE), and was member of cybersecurity IT/OT working group at PTPiREE. He was member of Working Group for Smart Grid networks at the Central Office of Measures, the Polish Committee for Standardization.

He gained his knowledge and experience in the RES area and energy law while working, among others, as a lawyer in a company belonging to an international capital group based in the US, operating in wind energy sector. For many years, his law firm has been providing legal support to one of the largest photovoltaic companies in Poland, dealing with the development and construction of photovoltaic and BESS projects.

Piotr Klamka has extensive experience in the field of new technologies in the energy industry, in particular technologies using AI and machine learning solutions. He also focuses on aspects related to cyber security in his daily legal practice.

Since May 2021, as President of Westinghouse in Poland, he is in charge of the realization of investments in the field of nuclear technology, including the implementation of AP1000® technology for the first nuclear power plant in Poland.
Mr. Kowalik brings more than 25 years of experience in the energy sector, with expertise in business leadership, strategy, new project acquisitions and business development, gained while working in senior leadership positions, among others, in SNC Lavalin, Alstom and ABB. Most recently, Mr. Kowalik has held the position of President of Enea, one of Poland’s largest energy companies.
Mr. Kowalik is a graduate of the Faculty of Electrical Engineering at the Gdynia Maritime University. He received his MBA from the Rotterdam School of Management in cooperation with the Gdańsk Foundation for Management Development and completed post-graduate studies in corporate finance management at the Warsaw School of Economics.

He cooperates with Energy clients and Industry Associations in his current SAP role. Advocate of Digital Transformation, Industry Cloud and Business Networks. Big enthusiast of Green Hydrogen. Before joining SAP, he worked for +15 years at Accenture and IBM consulting, conducting several big projects in IT strategy, process & cost optimization, supply chain, asset management, margin management and corporate planning.

Maciej Lipka is an energy specialist. He has been involved in the analysis of the safety of nuclear reactors and the optimization of the use of nuclear techniques for over ten years. He is interested in the issues of decarbonization of the energy industry, as well as the interaction of renewable and nuclear energy sources, and nuclear heating. He was also involved in, among others, in programs for the development of new generation reactors and thermonuclear fusion.
He graduated in classical and nuclear power engineering from the Faculty of Power and Aeronautical Engineering of the Warsaw University of Technology.

Piotr Listwoń has 16 years’ experience in managing trading and clearing operations on commodity forward markets, the financial instruments market as well as for international transactions carried out as part of the market coupling of the European electricity markets. He has been associated with the TGE Group since 2008, where he was initially involved in efforts aimed at launching the operations the Warsaw Commodity Clearing House (IRGiT) and led the implementation of an advanced payment system in IRGiT. In the years 2013-2018 he was Director of Clearing and Settlement Department and Director of International Cooperation Development in IRGiT. At that time, he also represented the Company at the general meetings of EACH (European Association of CCP Clearing Houses). 

Between April 2018 and June 2024 he served as Vice-President of the Management Board of TGE, where he was responsible for the Exchange’s operations and product development. He supervised, among other things, the launch of the European Intraday Market (XBID) 24/7/365, the launch of forwards trading on the OTF and the implementation of a comprehensive liquidity improvement project. Between October 2023 and June 2024, in addition to the role of Vice-President of the Management Board of TGE, he served as Vice-President of the Management Board of IRGiT. Between December 2020 and August 2024 he also served as Chairman of the Supervisory Board of InfoEngine, a subsidiary of the TGE Group.

On 29 June 2024, he was appointed President of the Management Board of TGE.

Piotr Listwoń graduated from the Faculty of Strategic Management of the Polish Open University (POU/Oxford Brookes University) where he also obtained an MBA degree.

Bartłomiej Nieścierowicz, SVP at CGI, has been associated with this organization for almost 15 years. He has been working at CGI since 2006 and has gone through all levels of career in the company. Since 2017, he has been managing the branch in Poland and supervising the area of CGI’s activities in Poland, Lithuania, Latvia, and Estonia. CGI is present in many sectors, such as energy, finance, telecommunications, insurance, space, government sector, and commercial services. Bartłomiej Niescierowicz is the PLLE BU Leader at CGI Poland and since 2017, he has been managing the branch in Poland, Lithuania, Latvia, and Estonia, where CGI employs nearly 900 people in total.

A graduate of the Faculty of Telecommunications and Electronics at Bydgoszcz University of Technology. He completed part of his studies at the Institute of Technology at Linköping University. He also completed postgraduate studies in Effective IT Management at the Warsaw School of Economics.
He has been working in the IT industry for over 20 years, with 10 years of experience in comprehensive project management and business development. He has extensive experience in utility systems, gained in European, African, and other markets.
At Asseco Poland’s Energy and Gas Division, he manages projects related to the development and implementation of IT solutions, such as Billing & CIS, metering data management, customer portals, migration tools and others.

He started his professional career at PGNiG S.A. (ORLEN Group), then continued it at TSO GAZ-SYSTEM S.A., where he dealt with topics related to telemetry, IT systems in the field of gas transport, balancing and forecasting.
From 2007 to 2022, he was associated with HANDEN Sp. z o.o. and G.EN GAZ ENERGIA Sp. z o.o. (VNG A.G. Group), in which he carried out tasks in the area of portfolio management and trading, wholesale and retail, customer service, financial management and planning, regulatory and legal issues, tariffs, as well as participated in strategic projects in the capital group.
Since 2022, Member of the Management Board of Polenergia Obrót S.A. responsible for the Sales Segment of energy products and services. He actively participates in legislative work on the development of the broadly understood energy sector. He is a member of industry organizations, chambers of commerce and thematic committees.

Sebastian is the Director of the ORLEN Cybersecurity Department. He has extensive knowledge and experience in managing and developing cybersecurity teams across multiple sectors: insurance, finance, banking and IT solution providers. His expertise covers Implementing IT projects and coordination cybersecurity indicatives such as  SOC – Security Operation Center, CERT – Computer Emergency Response Team, SIEM, Network Security, XDR, OSINT, CTI.

He is a member of ISACA, holding certifications as a  Certified Information Security Manager (CISM) and Certified Information System Auditor (CISA), and is also Auditor of Information Security Management Systems.

Sebastian graduated from the Faculty of Management, Computer Science and Econometrics at the University of Gdańsk, and post – graduated studies in Cyber Security Management at SGH Warsaw School of Economics.

By education she is an economist and IT specialist of computer network, but by passion energy specialist.
She has been involved in the energy sector for over 20 years. She took her first professional steps
in this industryin one of the branch of the Distribution System Operator. For several years, she has been managing the scope of electricity distribution services in the Distribution System Operator Energa Operator. Its everyday life is related to servicing customers connected to the distribution network and electricity sellers, providing of metering infrastructure, including AMI meters, settlement of the electricity distribution service provided to all customers connected to the grid.

Sławomir Staszak, acting President of the Management Board of Energa SA, has many years of experience in managing, developing and implementing complex ownership supervision systems in commercial companies and holding groups, as well as in broadly defined corporate and holding company law and capital market law. In his career, he has participated in the implementation of numerous business projects for various entities, including co-founding internationally operating holding groups, among others for entities in the energy and port industries. He has managed international teams and participated in building strategies for multi-million dollar business projects.
In addition to his extensive legal practice, his past professional experience has allowed him to hone his supervisory and management skills, including those related to managing complex teams. Mr. Sławomir Staszak has served on the management and supervisory boards of many companies and foundations, including Zarząd Morskiego Portu Gdynia S.A.

He has many years of professional experience in the power and heat industry in managerial positions. Since 2012 he has held the following functions at TAURON Ciepło: Head of the Generation Planning and Supervision Department, Director of Operations and Director of the Production Department of TAURON Ciepło. Since June 2021, as Member of the Management Board of TAMEH Polska sp. z o.o. and TAMEH Czech s.r.o., he was responsible for managing the production assets of four CHP plants in Poland and the Czech Republic. He is a manager with extensive experience in management and consolidation of enterprises, including energy companies.

He began his professional career as a sales coordinator at the Foto Word (representative office of Kodak in Poland), then worked as a legal counsel at Polski Bank Inwestycyjny SA and PZU SA, serving the company’s IT division. He was a Director of the Legal Division at Bank Współpracy Europejskiej and Polskie Sieci Energetyczne. From 2008 to 2013, he served as Vice President and Acting President of Polska Grupa Energetyczna SA where he was in charge of the group’s consolidation (the largest on the energy market) and listing the company on the Warsaw Stock Exchange. In 2013, he obtained a final environmental decision allowing to start the construction of a new power unit at the Opole power plant. Then, until 2016, he served as a Management Board member at Krajowa Spółka Cukrowa SA, where he was responsible for strategy and social dialogue. He also run his own legal practice serving major players in the financial and construction sectors. Since 2019, he has worked as a legal counsel for the Marshal’s Office of Mazowieckie Voivodship, serving the Department of Corporate Governance and Investments and Department of Digitalization. He handled key litigation for the Mazowieckie Voivodship Office. He served as a member and chairman of the Supervisory Boards of large companies in the energy, food and medical sectors: PGE SA, PGE GIEK SA, PGE OBRÓT SA, Stoisław SA, Voivodship Hospital in Siedlce, ENEA SA and liquidator of the Mazovia Administration Center.

Łukasz Tomaszewski has been involved in renewable energy for more than 14 years. Among other things, he took part in the preparation of the Law on Renewable Energy Sources and its amendments. He has many years of experience in international cooperation, especially in economic and energy areas. From 2010 to 2015, he worked at the Ministry of Economy in the Renewable Energy Department. Then he moved to the Energy Regulatory Authority, where he headed the Renewable Energy Auction Department. In 2021, he became associated with the Polish Development Fund where he supported decision-making processes and participated in the development of a bridge financing offer for Renewable Energy Projects. In 2022, he rejoined the government administration and became deputy director of the Renewable Energy Sources Department at the Ministry of Climate and Environment, where he supervised, among other things, matters relating to regulations and support mechanisms as well as international cooperation. In May 2023, he was appointed director of this department.

Dr. Eng. Paweł Urbańczyk, President of Office of Technical Inspection (Polish: Urząd Dozoru Technicznego, UDT).
Pawel Urbańczyk, has been associated with the Office of Technical Inspection (UDT) for more than 20 years. Recently he was responsible for managing inspection activities at plants of strategic importance to the Polish economy.
In 2016 he was awarded the PhD in Technical Sciences (discipline of machine construction and operation from the Faculty of Mechanical Engineering and Computer Science at Częstochowa University of Technology). As an expert he has participated in a number of national and international conferences with the focus on technical inspection. He has also written articles on materials used in the energy sector published in many leading Polish journals. Mr Urbańczyk is also a member of the Katowice Chapter of the Polish Academy of Sciences (PAN) – Committee on Power Engineering.

Ireneusz Wochlik, PhD, is a biocybernetic specialist in the field of artificial intelligence and digital transformation. He is the co-founder and CEO of Aigorithmics sp. z o.o., a member of the board of the AI LAW TECH Foundation, and a lecturer as part of the Business.AI postgraduate studies: Technology, Law, Application of Artificial Intelligence. He is also a co-creator of the “Cybersecurity Management” and “Chief Data Officer” – postgraduate studies conducted by Kozminski University and a member of the Working Group on Artificial Intelligence (GRAI) at the Chancellery of the Prime Minister, where he is the leader of the Energy Subgroup.

From 1997 to 2016, he worked at the AGH University of Science and Technology at the Faculty of Electrical Engineering, Automatics, Computer Science, and Biomedical Engineering as an assistant professor. In 2005, he obtained a PhD in technical sciences and has since published the results of his scientific work in over 50 publications. He is also a co-author of the document “An Analysis of the Selected Aspects of the Draft Artificial Intelligence Act” (https://www.gov.pl/web/ai/prawo), the report “The Potential of Artificial Intelligence in the Healthcare Sector” and the book “Metaświat Prawne i Techniczne Aspekty Przełomowych Technologii”.

For over 20 years, he has been dealing with advanced data analysis based on Big Data, Machine Learning, and Deep Learning tools, as well as creating intelligent solutions to support businesses. He specializes in broadly understood digital transformation processes focused on the “data-driven” philosophy, using optimally selected technological solutions. He has also been a speaker and panelist at various scientific and business conferences.

Dorota Zawadzka-Stępniak is a graduate of the Faculty of Environmental Engineering at the Warsaw University of Technology and Postgraduate Studies in EU Funds Administration at the Warsaw School of Economics. Currently, the President of the Management Board of the National Fund for Environmental Protection and Water Management.
She has extensive experience in the field of environmental protection, climate change and energy policy, which she has successfully used in her professional work on managerial positions in public institutions, e.g. in the Ministry of Environment, NFEP&WM, the City Hall of Warsaw, as well as in private institutions, i.e. PwC and the Polish Confederation Lewiatan. She is a scholarship holder of the Prof. Maciej Nowicki’s Foundation Deutsche Bundesstiftung Umwelt, a graduate of the 29th School for Political Leaders and a graduate of the Game Changers Academy Master of Business Change.

Co-owner of the company, lawyer, MBA diploma, specializing in issues related to the investment process – many years of practical experience in the preparation and implementation of investments, in particular infrastructure.
As a parliamentary and ministerial expert, co-author of a number of bills and regulations. By order of the Prime Minister of 4 October 2012, he was appointed to the Construction Law Codification Commission for a 4-year term of office. Expert in the Ministry of Economy on transmission corridors and financial consequences of establishing transmission easements. Expert at the Ministry of Regional Development in the field of EU support for access to broadband networks and the development of high-capacity networks. Member of the Main Urban and Architectural Commission.
Author of numerous publications, i.a. co-author of the largest and repeatedly republished “Commentary to the Act on Planning and Spatial Development” (Publishing House C.H. BECK, W-wa 2004 – edited by Zygmunt Niewiadomski), as well as published in autumn 2011 in the C.H.Beck Publishing House “Commentary to local government acts” (edited by Zygmunt Niewiadomski and Roman Hauser).
