A graduate of the University of Warsaw, Faculty of Economic Sciences, specialty – computer science and economic cybernetics (1979) And Warsaw University of Technology, Faculty of Electrical Engineering, Postgraduate (1998), Doctor of Economics (1988). Since graduating in 1979 to 2011, professionally related with the Department of Economic Policy and Planning, since 1989 with the Department of Finance and Banking Faculty of Economic Sciences. Longtime lecturer at the postgraduate study “Money and Banking”. In the years 1990 – 1994 active in commercial banking structures. He was the President of the Management Board of the Bank Cooperative Crafts in Warsaw, and in the years 1993 – 1994 co-organized the activities of the Polish Investment Bank SA where he was, i.a., Director of the Credit Department and Traders and Vice President (1997), responsible for retail banking.
In the years 1994 – 1997 – Undersecretary of State in the Ministry of Privatization and Undersecretary of State in the Ministry of Treasury, responsible for capital privatization, the restructuring of enterprises and companies of the Treasury, for the use of aid funds and the division of economic analysis in relation to the assets of the Treasury and responsible for supervising companies with foreign capital. He collaborated with investors and privatization advisors, Securities and Exchange Commission and the Stock Exchange. In the 1997 – 2007 – President of the Energy Regulatory Office.
In the period of 2007 – 2012 – President of the Management Board of Mostostal Zabrze Holding S.A. (MZH SA), a public company listed on the Stock Exchange in Warsaw. In the years 1995 -1997 chaired the Supervisory Board of “Petrochemia Plock” S.A, and in the years 1996 – 1998 – Council of the Stock Exchange in Warsaw. He participated in the work of the Supervisory Board of Powszechny Bank Kredytowy SA Warsaw, 1995 – 1996. During 2007-2012 he oversaw a number of commercial companies in the Group MZH SA.
Currently operates expertise and advice, being i.a. consultant to the Center for the Antitrust and Regulatory Study Faculty of Management University of Warsaw and the advisor to the President of the Employers of Poland. He is the author and co-author of dozens of articles and several scientific books on finance, economic policy, including regulation in the energy sector, as well as privatization.

Maciej Bando graduated from the Faculty of Electrical Engineering at Warsaw University of Technology. He also completed postgraduate studies in business and management, as well as various courses and trainings in this field. During many years of his professional career he gained experience working in different entities as financial director and Member of the Board responsible for finance and investment. In the years 2002-2009, he was involved in the activities of Polska Grupa Energetyczna, being Vice President of the Board of Pumped-Storage Hydroelectricity Plant (currently PGE Energia Odnawialna) and director of the Investment Bureau of PGE Dystrybucja Warszawa Teren. He is the author of various analyses and reports on energy, he also cooperated as an expert with, among others, CASE group.

Graduate mathematics – natural studies Pedagogical University in Szczecin. Since 2003 related to the power sector. Undersecretary of State in the Ministry of Economy in the Government of Prime Minister Marek Belka supervising the energy sector, fuel, gas and mining. Member of the management boards of Polish Power Grid and BOT. He also managed the work of the supervisory boards related not only to the energy sector, among others X NFI FOKSAL but also in the energy sector in the Bełchatów Power Plant CHP Gorzow, Kamieńsk Wind Power Plant . Since 2009 – the Director for Energy Orange Poland.

Holds the PhD of Technical Sciences in the field of electrical power engineering and energy economics. Has been working at the Energy Regulatory Office URE since 2004, among others as the deputy director of the Department of Market Development and Consumer Issues. He took the position of URE President in 2019.
Experienced in international cooperation: serving as an expert of the European Commission for the TAIEX programmes and twin-project in Ukraine related to the functioning of the electricity market, security of energy supply, the balancing market and congestion management. Expert at Florence School of Regulation on the development and operation of regional electricity markets. National expert with the Agency for the Cooperation of Energy Regulators (ACER). In March 2021 appointed for the position of ACER Board of Regulators’ (BoR) Vice Chairman.
Experienced in supervising energy companies, particularly in the field of financial reporting and audit as well as investment and development.
Author of numerous publications and studies on the functioning of electricity markets, including the grid access principles, balancing and regional markets.

Attorney at Law, He has over 16 years of experience in strategic management, restructuring, new business development, mergers and acquisitions, investment PE/VC and project finance, mainly in the energy and infrastructure sector. Currently occupies the position of Partner in the Venture Investors Ltd. Previously, he worked at EDP Renewables (Energias de Portugal Group) on the position of General Counsel. Graduate of the Faculty of Law and Administration at Warsaw University. He also has diplomas from University of Florida and the Erasmus University Rotterdam. Member of the Regional Bar Association in Warsaw.

Graduated from the Electrical Engineering Department of Warsaw University of Technology and completed doctoral studies at K.U. Leuven University in Belgium.
He worked as a consultant in the area of energy markets at Tractebel Engineering, Power System Consulting (Engie Group, formerly GdF-SUEZ), where he held managerial positions in large European energy R&D projects. He has worked at PSE since 2009. In 2012, he became director of the Energy Market Development Office. Subsequently, he became deputy director of the Department of International Cooperation, and from 2019 worked as director of the System Management Department. During his work at PSE, he twice served as chairman of the Market Committee, which functions within the association of European transmission system operators ENTSO-E.

dr bab. Eng. Waldemar Skomudek – has over 36 years of work experience in the professional power industry and over 15 years of work experience at the university. He graduated from, among others 3-year doctoral studies, managerial studies in the field of Modern Financial Management, managerial studies in the field of Modern Business Management Techniques and post-graduate studies in the field of Accounting and Finance. In the years 2001-2008 he held managerial positions in power companies in the Opolskie and Dolnośląskie provinces, and in 2008-2010 he was the Vice-President of the Management Board in Polskie Sieci Elektroenergetyczne Operator S.A. in Konstacin-Jeziorna. He co-founded the EnergiaPro Koncern Energetyczny S.A. and TAURON S.A. capital groups, and in 2007 he participated in the separation of the Distribution System Operator from the EnergiaPro KE S.A. structure. In the years 2012-2020 he was the Dean of the Faculty of Production Engineering and Logistics at the Opole University of Technology, currently a professor at AGH in Krakow. In his professional work, he mainly deals with the functioning of the electricity market, management of large projects, implementation of innovative solutions in the domestic energy sector, management of entities in the electricity sub-sector in the conditions of competition, issues of the stability of the National Power System, including distributed generation, problems of power grid operation and problems of improving the quality and continuity of power supply to electricity consumers. He is the author / co-author of over 180 scientific articles and papers as well as seven monographic publications. Member of many industry organizations, both domestic and foreign.

In 1980 was the co-founder of the NSZZ Solidarność at the Silesian University of Technology. Between 1981-1989 he has played an important role in the opposition movement. During the Round Table talks he has been an expert on the subject of mining and environmental protection on behalf of the Solidarność.
Member of Parliament of the X, I, and III term on behalf of the Citizens’ Committee, of Solidarność and the Christian Democrat Party, of which he was one of the founders and long-term vice president.
Between 1990-1994, he served as the President of the State Mining Authority, then 1994-1996 as an adviser to the President of the State Agency for Coal. From 1997 to 2001 he has been the Minister of Economy, and since June 2000 also the Deputy Prime Minister in the government of Jerzy Buzek. Currently he is Senior Advisor at Roland Berger Strategy Consultants.
Chairman of the Board of the National Chamber of Commerce and the Chamber of Commerce in Katowice. Member of the supervisory boards of companies listed on the Warsaw Stock Exchange.

Graduated from the Koźminski University in Warsaw with a degree in Marketing, Management and Finance & Banking. His wide-range knowledge in the field of strategic management he acquired at the School of Economics and Management at Lund University in Sweden. Moreover, he accomplished International Consulting training in Audencia Nantes Management School. He gained his experience i.a. at Frosta A.G. in Bremerhaven, where he reported directly to the Marketing Director. He performed functions of general director of the Association of Frozen Foods, that brings together dozens of biggest producers of frozen food on Polish market, including representatives of global brands such as: Unilever, Farm Frites, Bonduelle. While working in the Warsaw International Fair he has contributed to organisation of three editions of the largest motor show in Poland – Warsaw International Motor Show. Subsequently, he worked in Expomedia Events Warsaw, where he held the position of director for business development and sponsorship relations. The next stage of his career was transition to conference sector.
